Difference between SUBSTR and INSTR

SUBSTR extracts characters from  a string

Ex: SUBSTR('oracle',2,3) gives rac

INSTR gives position of the string

Ex:INSTR('ORACLE',A) returns 2

     INSTR('UPPER','P',1,2) gives 3
